This particular funding program funds the design and repair of existing flood control facilities in the state of California.  The proposal solicitation package, attached in the link in my blog, goes into greater details about eligible projects.

		<description>Ok before Katrina, I was working on developing a seepage cut off delivery system using concrete interlocking panels. The concrete panels were jetted into the subsoil on the back side of the rip rap. The panels were approximately three foot long nine inches wide and 10 feet tall. (Test panels) I successfully jetted the panels into the sub soil in six minutes. I would like to be granted to continue my research. Sincerely, Tim Christensen</description>
