The Problem:

  • The Walker River Irrigation District (owner of Topaz Reservoir) was required by California Division of Safety of Dams (DSOD) to evaluate the integrity of the historic reservoir levees and establish a permanent emergency spillway.
  • The rigorous design criteria of DSOD required a detailed hydrologic investigation and stochastic evaluation of historical streamflow data to arrive at the required design discharge from a 2,500-year flood discharge (0.04% chance of exceedance).
  • The diversion works and portions of the reservoir’s levee were constrained by jurisdictional wetlands and “Waters of the U.S.” that required special mitigation measures to allow safe passage of local trout populations.

The Solution:

A design team of geotechnical, structural and electrical engineers, wetland and environmental permitting specialists prepared the hydrologic analysis of contributing watersheds to the West Walker River upstream from Topaz Reservoir and provided design recommendations for the reservoir levee, new concrete diversion structure design (with pneumatically operated hydraulic gates) and the new spillway design including detailed specifications for the levee, fish ladder and 600-foot long roller-compacted spillway.

The Results:

  • This project was competitively bid three separate times and finally awarded to MKD Construction, Inc.
  • R.O. Anderson assisted the client through each respective bid solicitation by tabulating bid results and evaluating the experience and qualifications of each contractor.
  • We provided construction control stakes and assisted the client with submittal review throughout construction.

A Comprehensive Pavement Management Plan for Lake Tahoe

The Problem:

  • The Round Hill General Improvement District (RHGID) provides sewer service, water service and maintenance of local roads in the environmentally sensitive Lake Tahoe Basin.
  • A long term capital management plan was required to minimize long term maintenance, replacement costs and maximum utilization of capital expenditures dollars in the most fiscally prudent manner.

The Solution:

R.O. Anderson assisted the development of a 20 year Comprehensive Pavement Management Plan (CPMP) with the goal of achieving a Pavement Maintenance Index (PCI) of 70 at the end of the plan (100 PCI being the highest score and 0 representing a road that has completely failed).

The Results:

  • Rebuilt portions of Elk’s Point Road and McFaul Way while maintaining business access throughout the construction.
  • R.O. Anderson assisted the client through each respective bid solicitation by tabulating bid results and evaluating the experience and qualifications of each contractor.
  • Designed the flow meter on an active sanitary sewer line with the assistance of a temporary encroachment permit with the Nevada Department of Transportation to pump the effluent around the work area during construction.
